A domain name can be transferred between registra's but you require the domain name transfer password (domain ‘EPP code’) at the time you submit your domain name transfer to Digital Surfer.
The steps may differ depending on which registrar your domain name is currently registered through and the extension (.com, .com.au etc) of the domain name you want to transfer.
